Each owner, occupant, tenant or lessee receiving refuse collection service shall be provided suitable leakproof refuse containers
for garbage and trash, constructed of substantial material and maintained in good condition, with a tight-fitting lid or cover,
with handles so that same can be conveniently emptied, and tapered from top to bottom; provided, that the Code Enforcement
Officer may approve appropriate containers for commercial establishments. When containers deteriorate so as to become hazardous
or non-leakproof, they shall be replaced.
